Register for self employment?

I am considering employing a Personal istant (no agencies) to work 4 me in my home as i need help to get by daily. Was wondering what the Inland revenue check for on people who are to be registered as self employed i.e eligibility to work as i prefer to leave tax & NI Contributions to the PA to sort out. Is tax & ni contributions charged regardless how much you earn?
