Will we get BAH after marrying when hes an navy e2 enlisted on shore duty?

My fiance just finished a-school and has been stationed in Norfolk. In November he should become an E2, and his divorce wont finalize till Jan when we plan to marry ( hes not listed as married with the navy ). Will he be eligible for BAH and off post living as long as we're married with a young child? I was told there might be a wait period before hes even allowed to live off post after we're married. Also is it true he'll have to take some counseling on responsibility and such about how not to screw up while living off post?
