DC or San Francisco?

Both are very beautiful, and much to do in each city. Maybe you need to consider where your family lives, and how they would travel to visit you and you to them. I lived in DC and did not find the people to be very friendly, I have been to some of the beach cities south of LA and found the people to be extremely friendly. Good Luck with your decision, and your job search...you will need to make big bucks in both cities!!
