What do you think about a minor (16 under) being a black belt? Should they have a special certificate? Retest?

At my school you have to be 16, not only that but the physical requirements are high including nearly an hour of sparring at your shodan test, about half that with black belts and the other half with color belts. Show me a ten year old that can go all out hard sparring with adults for an hour and I will give him or her a black belt.
