Saudi Arabia Law in the UK ( some of it)?

I used to live in Sharjah UAE,3 years ago i was 17, i was was sentence 60 lashes for fighting i now try to avoid fights as much as I can even if had to appologize when its not my fault even after i left the country. I ve been to Saudi Arabia a couple of times and although they have lots of cons they also have lots of pros like safety. I can leave my suitcase in a middle of a road for an hour and come back and find it there unmoved, no one dares to touch it because they fear they that there arm might get chopped off although the punishment is rarely imposed but just thinking of it would stop criminals. No one would stab you for no reason because they might get beheaded. Both UAE and Saudi Arabia have one of the lowest crime rates in the world. so do you think such laws should be imposed in England?
